SYDNEY， Aug. 24 (Xinhua) -- The Australian share market closed slightly higher on Wednesday against the gains in the banking and resources sector.

At the close on Wednesday， the S&P ASX200 index was up 7.9 points， or 0.14 percent， at 5，561.7 and the All Ordinaries was up 6.5 points， or 0.12 percent， at 5，653.6 points.

CMC Markets chief market analyst Ric Spooner told Xinhua the Australian exchange was a bit higher but basically flat as there were no broad movements in the market.

"The markets (movements) are now based on individual stocks，" said Spooner.

"We did see further buying of the four major banks but today Telstra encountered some profit taking."

He added the broad movements on the Wesfarmers， Blackmores， and Westfield counters after announcing its results on Wednesday had stopped the index from rising further.

At the close， ANZ was up 0.56 percent， the National Australia Bank rose 1.09 percent， Westpac gained 1.12 percent， while the Commonwealth Bank of Australia jumped 0.83 percent.

BHP Billiton rallied at 1.61 percent， rival Rio Tinto advanced 1.57 percent while gold miner Newcrest was 0.04 percent higher.

Oil Search slumped 1.63 percent， Santos climbed 0.44 percent while Woodside Petroleum surged 0.86 percent.

Wesfarmers declined 2.18 percent while rival Woolworths rallied 0.50 percent.

Qantas gained 1.47 percent while telecommunication giant Telstra's tumbled 3.46 percent at Wednesday's close.

BRUSSELS， May 25 (Xinhua) -- The European Commission proposed an update of the European Union (EU) audiovisual rules to create a fairer environment for all players， promote European films， protect children and tackle hate speech better on Wednesday.

As part of its Digital Single Market strategy， the Commission presented an updated Audiovisual Media Services Directive (AVMSD); the common rules which have governed audiovisual media， ensured cultural diversity and the free circulation of content in the EU for almost 30 years.

The Commission explained that nowadays viewers do not only watch video content via their TV channels but also increasingly via video-on-demand services and video-sharing platforms.

Therefore， the Commission wanted to achieve a better balance of the rules which today apply to traditional broadcasters， video-on-demand providers and video-sharing platforms， especially when it comes to protecting children.

The revised AVMSD would also strengthen the promotion of European cultural diversity， ensures the independence of audiovisual regulators and gives more flexibility to broadcasters over advertising， according to the Commission.

In addition， the Commission noted that this proposal also reflects its new approach towards online platforms， like online marketplaces， search engines， payment systems， social media， video and content-sharing sites.

Since the launch of the Digital Single Market strategy in May 2015， the Commission has undertaken a comprehensive assessment of the social and economic role of these new players.

As it concluded that a "one-size-fits-all" approach was not appropriate for consumers to benefit from the opportunities and for the rules to meet the different challenges posed by the very diverse types of online platforms， the Commission said it would look at each area where it can act， from telecoms to copyright rules， to address any specific problems in a future-proof way for all market players.
