VICTORIA (CP) -- B.C. Premier Gordon Campbell apologized Friday to his family, friends and "the people of British Columbia" after he was charged with drunk driving in Hawaii.  
 
"Last night I was returning home from dinner with friends and the Maui police pulled me over," he said in a statement issued from his office.  
 
"I was arrested and charged with driving a vehicle under the influence of alcohol. I do not intend to contest the charge."  
 
Sgt. Ken Prather said Campbell, 54, was arrested at 1:23 a.m. and was held in custody for about four hours.
 
Campbell was fingerprinted and photographed before he posted bail of $257, police said.
 
Drivers in Hawaii face charges of driving under the influence when they are suspected of driving with a blood-alcohol concentration level above .08 per cent, just like in B.C.  
 
First offences are deemed petty misdemeanours that include a maximum five-day jail term and fines ranging from $150 to $1,000.  
 
Convicted drivers could also be forced to participate in a 14-hour alcohol counselling program or complete up to 240 hours of community services.  
 
Convicted drivers could also lose their driver's licence for 90 days.  
 
The legal limit in Maui is the same as the limit here, 0.08. People arrested for operating a vehicle under the influence of an intoxicant can choose whether to take a blood test, a breathalyzer test, both tests or neither. OUI suspects are not entitled to an attorney until after they make a decision about which test to take.
 
Prather said he could not say what option Campbell chose.
 
A tentative court date of March 25 was set.  
 
Campbell regularly spends several weeks each year Christmas season at a condominium on the Hawaiian resort island of Maui with family and friends.  
 
A former NDP official is calling for Campbell to step aside.  
 
Bill Tielman says Campbell has said in the past that when a cabinet minister is under investigation that person should relinquish their post.  
 
NDP leader Joy MacPhail has issued a statement saying she finds the situation "deeply troubling."  
 
She says she hopes Campbell will take the first opportunity to explain the circumstances that led to his arrest.  
 
Campbell has said before that his father was an alcoholic.
 
Norman Ruff, a University of Victoria political expert, says Campbell can still perform his duties despite the charge.  
 
"In the short run the charge will, rightly or wrongly, be a cloud over him as an individual," Ruff says. "There's nothing that directly impinges on his office as premier, but we'll have to see how it plays out."  
 
Campbell is the latest in a string of recent B.C. premiers and former premiers to face legal troubles.  
 
NDP premier Glen Clark was forced to resign in 1999 after it was revealed he was under investigation over a provisional casino licence issued to a neighbour and friend.  
 
Clark was acquitted last year of accepting a benefit but the province's conflict commissioner ruled he had breached two sections of B.C.'s Members' Conflict of Interest Act. He was ordered to pay $53,000, half of the costs of the conflict probe.  
 
Social Credit premier Bill Vander Zalm was forced to resign in 1991 under another conflict accusation. It was alleged he had used his office to help engineer the sale of his Fantasy Garden religious theme park to a Taiwanese billionaire.  
 
While the provincial conflict commissioner ruled against him, Vander Zalm was also acquitted of charges with the judge calling his actions foolish but not criminal.  
 
Vander Zalm's predecessor also dodged a criminal conviction for insider trading after he left office.  
 
Bill Bennett, his brother Russell and forest company owner Herb Doman were accused of conspiring to dump half a million Doman Industry shares in 1988 before an announcement that Doman's planned $250-million sellout to a U.S. forest giant had fallen through.  
 
Minutes after the shares were sold, the price plunged as news of the takeover failure was made public.  
 
Doman and the Bennetts were acquitted in 1989 but a drawn-out proceeding before the B.C. Securities Commission resulted in fines, trading bans and other sanctions against the three.  
 
Former NDP premier Mike Harcourt resigned in 1995 over a charity-skimming scandal that became known as Bingogate. Harcourt said he was not involved in the scandal, but quit to take the heat for past NDP members who used charity money to build a party slush fund.  
 
Last November, Defence Minister John McCallum vowed to stop drinking after he was prevented from travelling on an Air Canada flight from Toronto to Ottawa.  
 
Alberta Premier Ralph Klein said he would attempt to beat his 30-year drinking problem after an alcohol-fuelled tussle at an Edmonton shelter for homeless men.  
 
Victoria Times Colonist political columnist Les Leyne says whether the incident could ruin Campbell's career depends on how severe the incident seems to British Columbians.

I have always had a strong affection for the good citizens of our neighbor country to the north.  I think it is IMPORTANT that I, as a good citizen of the good ol' U. S. of A, do ANYTHING that I can to foster good will and promote good relations between our two countries.  
 
Therefore, I have decided to make the sacrifice, to step in front of the punch so to speak, and do what I can for this unfortunate, wayward Premier.  He may have a drinkiing problem, he may have just made a mistake in judgement, I don't know.  But what IS important is that the good people of Canada not have this issue clouding their political process!  
 
So . . . .  I will VOLUNTEER to go to Hawaii to stand in place of the Premier and answer this charge !  I will stay there and volunteer to work off whatever fine the Maui Court might impose . . . . . . . NO MATTER HOW LONG it takes!!  It might take me, oh six or eight months, BUT I DON'T CARE!  I'll stay right there, basking er, I mean boiling in that hot sun, doing whatever!!
 
I'm ready to leave immediately!!  All I require from the good people of Canada is their good will support and a small stipend from Mr. Campbell to cover my necessary, bare bones living expenses, airfare of course, a simple oceanfront condo (nothing gaudy, mind you)  and my medicinal needs (my Physician has me on a strick regime of daily golf, a nap, cocktails n dinner).
 
Once I have the cash in hand (U. S. Currency please, no offense) and the first class airline tickets to Hawaii, I WILL LEAVE IMMEDIATELY!!  Whether it's cold and snowing here or not!  I will get right on that plane and GO!   Why??  Because NO sacrifice is too great for my good Canadian friends!!
 
No, don't try to talk me out of it.  I know it's a sacrifice, but doing things like this is just something I feel I have to do . . . . . .  it's a curse, but what can you do.
 
I would welcome it if someone would stand with me and serve.  Someone to help share this burden of service to the good citizens of Canada and this unfortunate inebriated Premier.  
 
. . . . . . . . uh, no more than three other volunteers OK?  Most golf courses don't allow more than a foursome.

yes, ironically, he is now supposed to be in maui when the olympic officials are to visit in regards to our bid for 2010!  bumper, you came just in the nick of time!  Wink

There's gonna' be a little delay.  Ol' Gordo sent me money BUT it was in Canadian funds.  That exchange rate hit me hard.  It means that I can only get 60 percent of the way there  Grin  and I don't know a SOUL in Bakersfield, California!!
I had to send the "cheque" back with a note to make it a CHECK (the ol' U.S. kind) this time!
 
So. . . . I'm standing by the mailbox golf bag in hand even as I speak, (ok, a little literary license there I admit) waiting for that "expense money" and my airline tickets from my good buddy Gordo!
 
When they arrive, wire MomNMaui and tell her Daddy's on the way, then grab your hat n' coat and you meet me at the airport! Grin
