Arroyo has appealed for unity.  
 
 MANILA, Philippines (AP) -- The Philippine Congress has proclaimed incumbent Gloria Mapacagal Arroyo the winner of last month's presidential election after an all-night session Thursday.
 
The opposition repeated claims that massive vote fraud stole the May 10 election from action film star Fernando Poe Jr. and warned of a "people's power" revolt like the ones that toppled dictator Ferdinand Marcos in 1986 and President Joseph Estrada in 2001.
 
"To my detractors, I appeal for unity," Arroyo told reporters. "To my supporters, I appeal for an open mind. This is a time for forgiveness, of letting go of the past."
 
Three unexploded bombs were found in the capital in the 24 hours near the end of the Sunday's vote count.  
 
The tally showed Arroyo with a 1.1 million advantage over Poe with three other candidates trailing well behind.
 
Arroyo's inauguration is scheduled for June 30, and security forces are on high alert. The government has warned of possible destabilization plots.
 
In a report, opposition legislators denounced the congressional committee's count as a "sham" and claimed Poe defeated Arroyo by over 500,000 votes based on their tally.
 
A citizens' election watchdog called for nationwide protests on Friday against Arroyo's "stolen electoral victory."
 
Poe is revered by large numbers of poor people as an underdog hero. On Tuesday, he warned that some of his supporters were impatient and "we don't know if we can restrain them."
 
Arroyo, a 57-year-old U.S.-educated economist, is favored by businessmen. The main Philippine stock market has risen 2.7 percent in the three trading days since the official vote tally was announced.
 
In the all-night Congressional session to certify the result, the majority leaders in the senate and house defended a decision not to examine detailed election results -- which the opposition said would prove fraud.
 
The two Congressional leaders said such matters were the Supreme Court's responsibility.
 
"After a rancorous and draining electoral exercise, we can now move on," Senate Majority Leader Francis Pangilinan said. "The country can and must now heal."

Arroyo: Unity needed for progress

Arroyo was inaugurated for her second term Wednesday.  
 
MANILA, Philippines (AP) -- President Gloria Macapagal Arroyo has urged Filipinos to leave deep divisions behind, promising in her inaugural address to create up to 10 million jobs by 2010 to help the country reach its largely untapped potential.
 
"I can't do everything alone. I need all Filipinos to unify," Arroyo said in a speech before flying to her swearing-in ceremony in Cebu, one of the heartlands of her support in the May 10 election.
 
"All eyes are on us."
 
Security forces were on red alert with Arroyo's chief challenger, action film star Fernando Poe Jr., refusing to concede the election and police arresting four men Tuesday with bomb-making materials that officials said might have been targeted for the inauguration.
 
Poe's supporters have warned of a possible "people power" revolt like the ones that ousted dictator Ferdinand Marcos in 1986 and Arroyo's predecessor, Joseph Estrada, in 2001. The government has prepared for unrest or terror attacks.
 
Dozens of leftist protesters were turned back while marching toward the venue of Arroyo's oath-taking in Cebu, and radio reports said scuffles with police left some protesters injured. Another group of protesters carried a poster that called Arroyo the "mother of all cheaters."
 
But there was no trouble as Arroyo and her vice presidential running mate Noli de Castro were sworn in during a brief ceremony.
 
Arroyo, a 57-year-old U.S.-educated economist, said her troubled country was at a crossroads following a bitter election campaign and protracted vote count.
 
"There are more things that bind than divide us," Arroyo told a crowd of up to 50,000 people that included about 50 foreign dignitaries at Manila's Rizal Park. "Candidates all fought with conviction. If only we can fight together, with the same conviction and advance our nation's progress."
 
She clearly aimed much of her speech at the one-third of the country's 84 million people who live in wrenching poverty and formed the backbone of support for Poe, whose camp has predicted a bleak future under Arroyo's leadership.
 
"The government must make tough choices, but this I promise: They will be tougher on those who have it easy than on those who have it tough already," she said to applause.
 
Arroyo said it is "immoral" to bask in great wealth while many people lack medicine, housing, water.
 
"I challenge our business community to rise to the occasion and embrace selfless nationalism," she said. "Invest in our people and our country instead of giving excuses for keeping your money abroad, where it can't put our people to work."
 
Arroyo vowed to crack down on waste, corruption, influence peddlers, tax cheats and coup plotters.
 
She said she will create more than 6 million jobs -- "perhaps even 10 million" -- and will support 3 million entrepreneurs with loans. Promising a balanced budget, Arroyo she would ensure that every neighborhood has power and clean water.
 
Other priorities include education and easing the traffic and pollution of the sprawling capital.
 
Arroyo said she expects peace deals with Muslim and communist rebels.
 
"All insurgents shall have turned their swords into plowshares," by the end of her term in 2010, Arroyo said. "All struggles will be the stuff of legends."
 
To put a stop to the country's long vote counts -- which this year spurred allegations of massive fraud by both sides -- she said the next election will be computerized. A contract bidding scandal led to scrapping a computerized count this year.
 
"It seems she will be trying to solve all Filipinos' problems in six years, and that is really a challenge," said Norwegian Charge d'Affaires Lars Loberg.

Pau won't agree with you about Ping, SweetMisery.
 
Come to think of it, I am now thankful that some people voted for GMA instead of their favorite, but less popular, candidate. Because if everyone voted for their favorite, I'm sure GMA wouldn't have gotten enoguh votes to win; FPJ will surely be the winner. Now I don't want to imagine a country run by ....  Lips Sealed
 
Now, let's just all do our best so that we'll get out of this hell we are forced to live with.

My nationalistic self says STAY!
 
So far, I'm still here.
(If everything works out, my relatives in Canada might petition us one by one. As of now, I do not want to leave. Ten years from now, who knows?

sweet... yeah i voted for Ping... yet... the votes were cast and its time to move on...  there is still hope for us...  
 
kelby... actually Arroyo is not a new leader... she just got a second term due to technicalities.... she was our ex-Vice-President who became President after 3 years when our President (Estrada) was overthrown from power by (elitist) 'people' power.... after the ousted President faced cases of money laundering...  
 
in our constitution a president can only sit for one 6-year term... and no re-election... but since Arroyo was just made president after President Estrada was impeached...  Grin  this caused a lot of debates and misunderstanding in our political arena....

well because of the 21year dictatorship of Ferdinand Marcos which ended in 1986, we changed our constitution in '86 to prevent the same scenario of a long-term dictatorship... allowing only one term with no re-election for President and Vice President.
 
the shoe lady is Imelda Marcos.

Problem with the Philippines in my opinion is that there are too many candidates for presidency. It shows how many are power hungry. During the time Ramos won, I think there were almost a dozen right? While look at US, hundred times bigger than us, only got 2 major candidate...
 
What really ticked me off with FPJ is that he and his group asked that the votes in Cebu shouldnt be counted cuz of fraud. To me, its just one of his last resorts so he may have a chance of winning, cuz he knows Cebu is mostly GMA.
 
About the "shoe lady", there is actually a movie about her coming, and she want it halted cuz according to her, it makes a mockery of her life. It was just pushed back, but it will still be shown, last time I heard.

Imelda was the movie... or rather a documentary... it was already shown in the US or rather.. I think it is scheduled this week in LA, San Francisco, etc.....
 
every Filipino knows that she's the shoe lady for she has left around 400+ pairs of shoes lined in a long shelf in Malacañang Palace when they went for Hawaii for exile... she collected shoes from around the world... some were given as gifts by diplomats, some she bought worth thousands of dollars....  she usually wear a different shoe in a day to match her 'terno', a form of our national dress.

It always got me thinking, who wanted to be president of a country that is under a lot of debt and tons of problems?  
 
There are only two answers:
 
1. Those who wanted a lot of money and power and get away with it.
2. Those who really wanted to help the country.
 
HOPEFULLY, Madam President chose number 2. Or maybe 1 and 2 can be mixed? Business and Pleasure (or is it leisure?  Roll Eyes)
