Filipino reported kidnapped in Iraq
Family denies reports U.S. Marine has been released

NBC News and news services
Updated: 7:34 p.m. ET July 07, 2004A videotaped threat from kidnappers in Iraq that was broadcast Wednesday on Arab television said a Philippine man would be killed unless the government in Manila withdrew its small military force within 72 hours.

Word of the apparent abduction — as well as the reported kidnapping of an Egyptian man who was not threatened with death — came as FBI agents visited the home of a U.S. Marine who vanished in Iraq more than two weeks ago, and opened a criminal investigation into the possibility that his disappearance was a hoax, defense officials told NBC News.

The videotape broadcast by Al-Jazeera, the Arabic television station that has been a frequent outlet for kidnappers’ threats, showed three armed men standing behind the seated hostage. They stood before an Arabic banner behind them that read the “Iraqi Islamic Army — Khaled bin al-Waleed corps,” a previously unknown group.

The name Khaled bin al-Waleed is that of one of the military commanders of Islam’s prophet, Muhammad. The prophet gave al-Waleed the title “Sword of Islam.”

Identity card shown
Neither Al-Jazeera nor the video identified the hostage, but the network said the group claimed that it had already killed an Iraqi security guard accompanying the man, who it said was employed by a Saudi company working with U.S. forces.

The footage shows an identity card that an Al-Jazeera staffer in Qatar later told The Associated Press belonged to the slain Iraqi guard. The card, issued by Al-Ghadeer Security Service, bore the name Hafidh Amer, identified as a security guard. The footage also showed a weapons authorization card with the same name.

Al-Jazeera said the group had offered to release the hostage if his government withdrew its troops from Iraq within 72 hours.

Jihad Ballout, a spokesman for the network, said the channel received the videotape Wednesday. It did not say how the group kidnapped Amer, nor did it give his occupation.

The Philippines has 51 soldiers, police officers and health workers in the multinational force in Iraq. In addition, about 4,100 Filipinos are working at U.S. military bases in Iraq as cooks and maintenance technicians.

Egyptian man also reportedly abducted
Earlier, Al-Jazeera showed videotape it identified as that of an Egyptian man who it said had been delivering gasoline to the U.S. military.

The unnamed group said it represented the “legitimate Iraqi resistance.” Its videotape showed four armed men standing behind the seated hostage, who was identified as Sayed Mohammed Sayed al-Arabawi.

Al-Jazeera said al-Arabawi was seized while driving a gasoline truck from Saudi Arabia, but it did not give any details about the group’s demands. The Egyptian Embassy in Baghdad said it had no information about the hostage.

NBC’s Paul Nasser in Tripoli and The Associated Press contributed to this report.

Sad The media here has released the name of the victim, and they have contacted the immediate family. With all the media attention, the government will be forced to do something.

Although our government has a policy of 'not negotiating with terrorists', I think they will be starting negotiations to free the victim. But I'm sure no ransom will be paid (that's the 'no-ransom policy').

My prayers goes to him so that he can return safe. I also pray for those Iraqis that do this terrible things, and hope that their minds will be enlightened and they realize what they are doing is not a solution to the problems they want to solve.

Filipino hostage released,
says labor chief
Posted: 0:52 AM (Manila Time) | Jul. 11, 2004
Inquirer News Service with INQ7.net and GMA 7

http://www.inq7.net/nat/2004/jul/11/nat_1-1.htm

FILIPINO hostage Angelo dela Cruz was released by his captors in Iraq, Labor Secretary Patricia Sto. Tomas said in an interview with GMA Network's "Flash Report" newscast.

Sto. Tomas said a source from Baghdad, Iraq had relayed the news to President Gloria Macapagal-Arroyo, who, in turn, sent a text message to De la Cruz's family late Saturday. Sto. Tomas, however, was not able to name the source.

According to the labor chief, Dela Cruz was on his way to an undisclosed hotel in Baghdad.

Although Sto. Tomas confirmed De la Cruz's release, the Department of Foreign Affairs could not
immediately verify the report.

De la Cruz had appealed to the Philippine government to withdraw troops from Iraq hours before the lapse of a deadline set by Iraqi militants for beheading him if the Philippines did not withdraw its troops from Iraq.

But Malacañang indicated it was standing firm on its decision to keep the Filipino troops in Iraq, at least, for the time being.

The deadline set by the Iraqi hostage-takers was to lapse at 2 a.m. Sunday (Manila time).

De la Cruz, 46, made his desperate plea in a videotape aired on Arabic television station Al-Jazeera Saturday.

"To my colleagues in the Saudi company and all Filipinos heading to Iraq, I advise you not to come to Iraq because of the many problems and because the Iraqi police cannot protect you, as happened with me," De la Cruz said, according to Reuters.

"To my family in the Philippines and President Arroyo, I beg you to withdraw the troops from Iraq," De la Cruz, wearing an orange jumpsuit, said in what Al-Jazeera called a final appeal, Reuters said in a report from Dubai.

The Associated Press, in its report from Baghdad, quoted De la Cruz as saying: "Please, Arroyo, withdraw your forces from Iraq."

Shortly before news of De la Cruz's appeal broke, Malacañang indicated it would remain steadfast in its position to keep the 51-member Philippine humanitarian contingent in Iraq, for the meantime.

"Our humanitarian contingent is already scheduled to return on 20 August 2004," Ms Arroyo's spokesperson, Ignacio Bunye, said in a statement.

"Our future actions shall be guided by the United Nations Security Council decision as embodied in Resolution 1546, which defines the role of the UN and its member states in the future of Iraq,'' Bunye added.

The hostage-takers, who identified themselves as members of the Khalid bin Waleed Corps of the Islamic Army opposed to the US presence in Iraq, had given the Philippines a 72-hour deadline to withdraw the 51-member Filipino contingent in Iraq, or they would execute De la Cruz.

Bunye issued his statement at around 3 p.m. while the Cabinet Oversight Committee on Internal Security (COCIS) was holed up at the Presidential Guesthouse in Malacañang, meeting for the third straight day to deal with the hostage crisis.

Bunye could not say where Ms Arroyo was but he said the COCIS members were in touch with her by telephone. With a report from Juliet Labog-Javellana (Originally posted 11:29 PM Saturday)

Sadly it was not true.  His deadline has been extended 24 hours.  cnn.com is reporting that the celebrations of his release were premature.
