ISLAMABAD, Pakistan - The United States and its allies have moved closer to capturing Osama bin Laden in the last two months, a top U.S. counterterrorism official said in a television interview broadcast Saturday.
 
"If he has a watch, he should be looking at it because the clock is ticking. He will be caught," Joseph Cofer Black, the U.S. State Department coordinator for counterterrorism, told private Geo television network.
 
Asked if concrete progress had been made during the last two months _ when Pakistan has arrested dozens of terror suspects including some key al-Qaida operatives _ Black said, "Yes, I would say this."
 
Black, who briefed a group of Pakistani journalists after talks with officials here Friday, said he could not predict exactly when bin Laden and other top al-Qaida fugitives would be nabbed.
 
"What I tell people, I would be surprised but not necessarily shocked if we wake up tomorrow and he's been caught along with all his lieutenants. That can happen because of the programs and infrastructure in place," he told Geo.
 
Bin Laden and his top associate, Ayman al-Zawahri, are believed to be hiding some place along the rugged border between Pakistan and Afghanistan. Officials have divulged no solid intelligence about bin Laden's precise whereabouts, and it's not clear if they have any.
 
Pakistan is a key ally of the United States in its war on terror, and Black's visit comes weeks after Pakistani security forces captured Ahmed Khalfan Ghailani, a Tanzanian wanted for the 1998 U.S. embassy bombings in east Africa, and Mohammed Naeem Noor Khan, a Pakistani computer expert allegedly linked to al-Qaida operatives around the world.
 
The arrests led to a terror warning in the United States, and arrests in Britain and the United Arab Emirates.
 
Black attended a meeting of the Pakistan-U.S. Joint Working Group on Counterterrorism and Law Enforcement in Islamabad on Thursday and Friday.
 
During the talks, Pakistan asked U.S. officials for more helicopters, surveillance and communications equipment to help Pakistani forces guard border areas near Afghanistan "more efficiently," a Pakistani official at the talks said.
 
"We got a positive response from the American officials," said the official, who spoke on condition of anonymity.
 
Pakistan has deployed about 70,000 troops along the Afghan border and conducted several military operations this year in its lawless and largely autonomous tribal regions against al-Qaida suspects and their local supporters.
 
Black hailed Pakistan's efforts in counterterrorism _ despite criticism from Western officials who say that elements of the former ruling Taliban regime in Afghanistan still operate inside Pakistan.
 
"In terms of national programs and effectiveness, I would put Pakistan up against anyone else ... If you look at the arrests they have made, the information they have developed and the lives that have been saved, Pakistan is doing a great job," he said.
 
He added, "you can always do more."

I wont argue that timeing will be most likley close to election but regardless it will be a happy day and and America will be that much more "safer"

What's funny is how many people predicted that Bin Laden would be "captured" right before the election.  I don't believe they haven't known where he was all this time and then suddenly right before the election, they find him!  Tada!  I don't feel elated, I feel insulted.

Would you have been insulted if a Democrat was in White House and had caught him in same time period? I agree timing is suspect to say the least but regardless if he is caught that is clearly a GOOD thing! If Bin Laden had been caught earlier it still would have been used in Campaign so I see little difference although I agree timeing is odd!

Strategy or not, its sweet! Sometimes things happen that we tend to get suspicious, and sometimes, rightfully so! Sometimes, its all just a coinscidence...
 
I say when they get him, hang him in N.Y. while at the same time, hang Saddam at the opposite end - L.A. And lets see which will win the TV ratings of America... Fox, CBS gets Bin Ladin's hanging, while CNN and NBC gets Saddam.

Yes, I would still be insulted.  After everyone has predicted this would happen as a political manuver and then suddenly it does happen, you don't feel like the people behind this are calling you stupid?  That they're still expecting you to buy this, after you already pointed out they were gonna do it?  When the governing entity tries to call me a sucker, you're damn right I feel insulted.  Everything does not have to be about party lines, David.

Ok I will concur on that. I just brought it up. If Bin Laden had been caught earlier Republican would still be using it in campaign so timeing means little at this point.

We've thought all along in recent months our officials have known  
where he is, after all that region is a lot smaller than the USA.
With all the surveillance equipment in use, we do feel the people in the know have known for a while now where to find Bin Laden.  
 
Our feelings are IF they DO know where he is or DID,  
he should have been captured then.
A campaign ploy is not impressive to us either,  
but won't change the way we vote.
 
No, everthing SHOULDN'T be about party lines?

Yes, it would have.  It's the timing of it right now that makes it so insulting.  if they had caught him 6 months ago and then touted it at the election as part of why they should be re-elected I'd probably have grumped about it based on party lines, but I would not have been insulted or felt like they were calling me a sucker. Wink

Yes I agree this will clearly (if he does get caught) be a plus for the Bush campaign. But I dont see how it would benifit to wait this long! If Bin Laden had arranged another attack it would have been the end for Bush
