Canadian Press

Tuesday, March 01, 2005

TORONTO -- Ontario's ban on pit bulls will lead the way for governments across North America as they place similar restrictions on the controversial canine breed, the provincial government said Tuesday.

"I would anticipate that other states and provinces across North America will pursue it when they see that, in fact, in Ontario it got safer with this bill,'' Attorney General Michael Bryant said of the legislation, which was passed by the provincial legislature."Mark my words, Ontario will be safer.''

Ontario is the first province to pass a ban on the breed in the wake of several grisly incidents, including a frenzied attack in which a 25-year-old Toronto man was almost eaten alive by two pit bulls.

Police needed more than a dozen bullets to kill the animals.

Animal activists have been passionately vocal in their opposition to the ban, arguing that breed-specific legislation will do little to stop dog attacks.

"I never let that bother me. I know some people feel very strongly about it, and some people have gone over the top,'' said Bryant of the often virulent reaction to his legislation.

"This is the right thing to do. This is going to increase public safety in the province of Ontario.''

The law contains a grandfather clause to protect dogs already in the province, but will require those dogs to be neutered, and they must be muzzled and leashed in public. It also sets fines of $10,000 for owners of dangerous dogs and allows for a jail term of up to six months.

Municipalities will be responsible for enforcing the law and two Ontario cities, Kitchener-Waterloo and Windsor, already have bans in place. The last pit bull in Winnipeg, which has had a ban for 14 years, died last year.

"The experience in Winnipeg and Kitchener was that you began to see a drop in pit bull bites, even after the first couple of years,'' said Bryant."But we should have, immediately, better public safety, better protection of the public from pit bull bites because they will now all have to be muzzled, leashed, and neutered or spayed.''

A bill similar to Ontario's brought before the New Brunswick legislature was withdrawn last year after politicians deemed that breed-specific restrictions would not be helpful. Vancouver backed away from a ban earlier this month, opting instead to go after owners of all dangerous dogs.

Ontario's New Democrats, who voted against the legislation, echoed that sentiment Tuesday.

"Experts agree, the pit bull ban won't make Ontario safer,'' NDP member of provincial parliament Peter Kormos said in a release. "Getting tough on irresponsible dog owners and holding them accountable for vicious dog attacks will provide tough, effective and enforceable protection against dog attacks.''

The legislation still requires royal assent before it's proclaimed into law.

There are similar bans in place in France, Britain and Germany.

I agree, and I disagree, however when I way out all the cons to banning pit bulls then I have to agree.  So many ppl have been harmed by pit bulls and alot have been childeren.  One reason why I agree with this desion is becuse ppl who have pit pulls can keep the dogs that they do now have.  The goverment isnt telling them to put them to sleep but are saying that once your dog/dogs die then thats it.  I dont have kids but I couldnt amagine having one of my neices or nephews or someone close to me hurt by one of these animals.  I love animals however when time and time again a bread is dangours then I think something has to be done.

I guess I'll never forget the time when I was a kid and the local sheriff shot a pitbull 8 times with his 6 shooter cause it was "comin' at me".  Now...if you think about it the man had to stop, reload his gun and then shoot 2 more times (assuming it was full in the first place).   Roll Eyes Lips Sealed Undecided

It seems to me that there are some bad dogs that should be put down or contained, etc. or bad owners that create bad dogs, but an entire breed is not necessarily "bad" and should be entirely wiped out as a result.   When my son was 6 months old, he was around a pitbull (his great grandfather's) that was as gentle as a lamb.

I agree.  We had a friend who had a pit bull when her children were small, and she said it was the best guard dog and protection she could have asked for.  Never touched her kids, but no one would have ever gotten close enough to hurt them when it was around.  However, I've seen way too many incidences of people - mostly children - being attacked and badly injured or killed by them... Sad

I take my dog Skippy to the local dog park several times a week, and have seen many pit bulls brought to the park.  Most of them are just like any other dog and have fun being socialized.  There have been a few that are aggressive, and you can tell by their owners the reason that they are this way.  A lot of the owners will take their dogs home when a pit bull enters the off-lead area, showing the predjudice toward this breed.  The majority of the pits that I come in contact with are gentle, so I don't think that banning the entire breed will help.  The only dog that I have been attacked by was a pair of rottweillers who were always locked up in a kennel,  and weren't ever socialized.

I think we agree on the heart of the matter.  Agressive pit-bulls come from homes and owners that have encouraged them to be that way.  Is a pit-bull more likely to be affected by that and be agressive?  Yes, probably so, but I have seen a mean labradore that chased and tried to bite me before, because the owners raised it to be that way...agression can be brought out in any animal, and it may be that some breeds are more sensitive to that than others, but the fault (in my opinion) still lies with the owners who encourage that in them.

Too many people who have this breed of dog, have them for the wrong reasons.
Most do not get it for a family pet, therefore many problems.

Most definitely I would take my dog home when one of them came into the area with us.  Why ask for trouble for you never know when the 'good ones' will attack and they do go for the throat!

I'm sorry - don't ban the breed - ban those owners!!!

Any dog can be vicious and dangerous - some of the worst ones are the small ones who think they're big. Stereotyping a breed of dog is as bad as stereotyping a race or religion of people - not everyone/thing fits into the mold!

I have to disagree with this. I have seen agressive dogs of all breeds and as stated here, It seems to be the environment in which they are raised. I have many friends who have pit bulls, both pure bred and mixes and they are all very sweet animals. Mainly because they have been raised by loving, caring, compassionate individuals.

Just this week, three pit bulls, running loose, attacked and killed an 82 year old woman out walking in her neighborhood.  They knocked her down and bit her repeatedly in the throat, severing an artery.  An unprovoked attack.

Sorry, but while there may be many very nice, well mannered pit bulls owned by responsible people, the breed is a naturally aggressive breed.   True, any dog can be aggressive or dangerous but THIS particular breed is the one we keep hearing about over and over and THIS particular breed does seem to be involved in the majority of fatal assaults on humans!

My opinion is that if someone insists on having one of these dogs, that they be charged with not only the civil responsibility but also the CRIMINAL responsibility for anything the dog does, PERIOD!  No rationalizing, No excuses, No second chances!    Then, if you're willing to go to PRISON for something your DOG does, then go ahead, own one!

My only concern at that point would be, who has the more advanced brain,  the owner or the dog.  Wink
