This is from today's Amber Alert, regarding the abductor's record:

Police believe the child was taken by: Peter Robert Joseph Whitmore of Morinville, Alberta. He is a white male, 35 years of age about 6 feet tall with a heavy build, brown hair and blue eyes. He is a convicted sex offender.  
 
In a news conference aired live on News Talk Radio, a police spokesperson told reporters Whitmore had been seen in the Whitewood area in the last few days and had been in contact with the victim's family in the last few days. RCMP say the level of concern is 'extremely grave' as they believe the Miller 'may come to harm.' Police outside the province have also been notified of the Amber Alert.  
 
He is well known in Ontario for a string of high-profile sex assault convictions against children. He was first convicted in 1993 of abduction and five sexual offences involving four young boys and spent 16 months in custody.  
 
Nine days after his release, he took an eight-year-old girl from Guelph, Ont., to Toronto, and was sentenced to 56 months in prison.  
 
Less than a month after his November 2000 release, Whitmore was found in a downtown Toronto motel with a 13-year-old boy. He was sentenced to one year in jail.  
 
Whitmore also has a record in British Columbia, where he has been fighting to be moved in order to avoid the media spotlight in Ontario.  
 
He fled there in 2002 after being found in the company of a five-year-old boy.  
 
Whitmore pleaded guilty to the parole violations because a "rape kit" had been found on him while in British Columbia.  
 
A search of Whitmore's backpack turned up latex gloves, pictures of young children, tubes of jelly lubricant, duct tape, a sleeping bag and plastic zipper ties that can be used as handcuffs.

 
Gosh...maybe they'll give him a whole year and a half this time?  Should we take bets on how many HOURS after they let him out he'll molest and kill a child?  You'd almost think the guy had a problem...   :furious:
 
What the hell is the matter with the court systems that we keep letting these people out to torture our children again?

It's not just in Canada though, we see the same thing over and over here in the states too.  They are finally starting to take stiffer punishments/penalties in SOME states here in the US, but it's not where it should be yet...

Apparently he has a second boy with him that he took on the 22nd.  So he's now on the run with 2 boys he's stolen.  Sad  I hope the first one is still alive...

A 10-year-old Whitewood boy believed abducted by pedophile Peter Whitmore has been found, RCMP say.
 
At about 2:20 p.m. Tuesday, RCMP announced Zachary Miller was located on an abandoned farm near Kipling, southwest of where he had gone missing.
 
Police said a Kipling resident had come across an abandoned van matching the description of the suspect vehicle. As the person was investigating, Miller ran out from a building on the property, believed to be an abandoned farm.
 
Police believed Whitmore and Manitoba resident Jordan Bruyere, 14 — also reported missing and believed to be in Whitmore’s company — were still in one of the buildings on the property.
 
A perimeter was set up around the property and the RCMP Emergency Response Team was dispatched to the area.
 
Earlier in the day, RCMP held a news conference at which time they said Miller had last been seen riding his bike with Bruyere.
 
"The two boys, Jordan Bruyere and Zachary went for a bike ride in the late morning on Sunday," said RCMP Sgt. Tammy Patterson. "At about 1:30 p.m., they had not returned and Zachary’s mom went looking for them. At about 3 p.m., she found the bikes at an abandoned farm. She and other local people began searching for the boys in the immediate area and then subsequently called the police at about 3:30 p.m. The investigation into their disappearance began immediately by the local RCMP."
 
RCMP said it was believed "some type of relationship" had developed between the two boys over the short period of time Bruyere was believed to have been in the area.
 
Since Miller was reported missing on Sunday, RCMP conducted numerous searches in the area, including a police dog search of the area where Zachary was last seen. The forensic identification section also took part in the investigation. Two planes — one from the Saskatchewan RCMP and the other from Manitoba RCMP — also joined the search.
 
The Winnipeg Police Service, the National Centre for Missing and Exploited Children and Child Find were also brought in to help. Patterson added that every major police service in Canada had been alerted of the case.
 
Meanwhile, a 17-year-old from the Glenavon area says he met Whitmore and Bruyere at a garage sale in that town Saturday afternoon.
 
Daniel Loffler said Whitmore was trying to buy a mattress from a single bed, but the owner did not want to sell it unless the bed frame was sold with it.
 
While at the garage sale, Loffler said he tried to talk to the boy he now believes to be Bruyere.
 
"He just looked like he was real scared," said Loffler. "So I talked to him. I went up and asked him, "How’s it going?" and he didn’t even look at me. He just kept looking at the ground. So he didn’t really say anything. I asked him what his name was and he didn’t say anything. And then the guy came and stood between me and him so I couldn’t talk to him, and then he started talking to me … He said his name was Robbie or something like that, and he said it was his kid that was named Jordy … He was actually a pretty nice guy. Like he seemed all right."
 
When asked, the man told Loffler he was from Alberta and asked if Loffler could help get him a deal on the bed since he did not have much money. When the owner did not agree to sell just the mattress, the man and boy left only having bought several cassette tapes, Loffler said.
 
When news of the suspected abduction broke Sunday, Loffler immediately recognized both Whitmore and Bruyere as the two he had met at the garage sale. He also recognized the blue minivan as one the pair had been driving, and immediately contacted police.
 
"I kind of felt bad because I wish I could have done something, but what can you really do after?" said Loffler.

KIPLING, Sask. -- Two young boys are safe after a police standoff with a notorious pedophile ended peacefully late Tuesday at an abandoned farm.  
 
The surrender of Peter Whitmore marked the end to a Canada-wide manhunt for the convicted pedophile, who allegedly abducted 10-year-old Zachary Miller on Sunday.  
 
With the Whitewood boy safely returned to his family, RCMP surrounded the farmyard and after a standoff of more than eight hours a peaceful resolution to negotiations came about on grid road at approximately 11 p.m. local time Tuesday.  
 
Whitmore and Jordan Bruyere, a 14-year-old Winnipeg boy, exited from the farmhouse without incident.  
 
"I'm here to advise that both of the individuals are in the care and custody of the RCMP at this time," said Sgt. Tammy Petterson. "Jordan Bruyere exited the house on his own accord shortly before 11 p.m. and Mr. Whitmore was guided through the process by the negotiators shortly thereafter.  
 
"He (Whitmore) exited on his own accord and we have the resolution to this whole investigation that we were hoping for and that is everybody is safe and sound at this time and being looked after," Patterson said, adding Whitmore followed Bruyere's exit by about 10 minutes.  
 
Patterson had no information on whether weapons were found at the scene.  
 
Bruyere's family in Winnipeg were contacted, according to Patterson. A missing person's report had been issued for Bruyere, but Winnipeg police were not treating his case as a kidnapping.
 
As of Tuesday night, Whitmore had only been charged with the abduction of Miller.  
 
"That's all the charges that are laid in relation to this case at this time," said Patterson.  
 
The peaceful, rural setting was disturbed by clouds of dust as about 20 police vehicles, including members of the RCMP Emergency Response Team converged on the area setting up a perimeter around the property and throwing up roadblocks on the east and west grid roads leading to the farm.  
 
Events began to unfold at about 2:20 p.m. Tuesday when RCMP announced Miller was located on an abandoned farm near Kipling, southwest of where he had gone missing.  
 
"Sometime during the afternoon today, a Kipling area resident located the vehicle that we have been looking for the past couple of days," Patterson said.  
 
Pat Beaujot, 47, who lives on the adjacent property to where Whitmore was hiding, said after hearing media reports about the missing boy he decided to check an abandoned farmyard while driving home for his lunch.  
 
Beaujot spotted tracks in the three-foot tall grass lane heading into the yard, and then saw the garage door appeared to be ajar.  
 
"I went to the garage where I was most suspicious something was going on. I didn't really want to get out of my truck, but I didn't have enough evidence to call the police. So I left my truck running and left the door open, got out and looked through a crack in the garage door," Beaujot said.  
 
"I could see some Kentucky Fried chicken boxes and some bones and that looked very recent and very suspicious."  
 
Beaujot said he opened the door a little wider and spotted the van the RCMP had been looking for since Sunday.  
 
"I knew then that they may be there or maybe not. At least I knew I had found some evidence and should be letting the police know. I quickly jumped in my truck and got out of there and drove to my house which is only a mile away," he said.  
 
While his wife called the police and gave them his cellphone number, Beaujot returned to the abandoned farmyard to stake out the place in case Whitmore tried to leave.  
 
Fifteen minutes later the police started to arrive, he said, adding more cars "started arriving in all directions."  
 
"We were talking to police and one of the Constables saw a child coming out of the bush out of the yard. Not out of the lane, but he came directly north into a pasture out of the yard site," he said, noting they police drove up and called out the boy's name.  
 
"He came over to the car. He was a young boy with blonde hair so I thought he must be Zachary Miller. I was quite relieved to see he was okay. He wasn't running frantically he was kind of trotting away, but he seemed okay," Beaujot said.  
 
"I am very relieved that I decided to check the abandoned farmyard out. I am glad I did that and I know there were many others doing the same thing."  
 
Beaujot, who has a nine-year-old son, said when these sorts of things happen it "takes a tug at your heart. So I feel for the Miller family, it is still a trauma for them to go through."  
 
Patterson said the family has been reunited with Zachary and are currently enjoying their reunion with their son.  
 
"Zachary appeared to be in good condition and he was happy to be reunited with his family," she said.  
 
Patterson was unable to say whether the boys had been harmed, nor could she tell reporters what Whitmore's state of mind was like as he spoke with RCMP negotiators.  
 
Whitmore is a repeat sex offender whose criminal record includes several convictions beginning in 1993 for sex assaults against children and prison sentences totalling seven years. The convictions occurred in Ontario and led Whitmore to move out of the province to escape media attention.

There was an article about this is the local paper this morning.. A lot of people are upset about the laws and that he was able to go back and live in freedom because he had served his sentence. Parents want it to be changed so that repeat offenders cannot enter society again (particularly this person who had been in and out of jail for 13 years for the same thing)... My guess is that (if Harper and the gov't people are smart) the laws regarding repeat child sex offenders will change and become more strict..

There were a dozen editorials about this case in the local paper today, everyone wondering why he was able to walk in freedom again.. One letter mentioned that had he killed one adult he would be in jail for 15-25 years, yet he keeps molesting children and he only gets months, something is wrong there... Another letter brought up that three years ago a driver under the influence crashed his car, killing his passenger and was given 7 years, yet this monster's longest sentence was 6 years and had been in and out of jail for a total of 7, something needs to be changed.
 
Harper et als also mentioned they are going to look at changing the policies to make it more difficult for offenders to get back on the streets, as well as changing the age of consent or something like that..
 
It is unfortunate that it has had to come this to force the government to change policies. They had should have gotten the clue the first time he committed this crime, not the tenth

Yeah, if these crimes were against women instead of children, do you think they'd have let him out again?  Or sentenced him that way?  The first one is the worst...16 months for 4 children...4 months per child who's life he ruined forever...

the first thing they have to do to these creeps is to tattoo their foreheads so that we know, on sight, what they've done...the trailer he was staying at in Morinville was less than 5 blocks from an elementary school...and no one knew he was there - even being as tight a community as it is...I lived in that town for over 15 years...and if they can disappear in a town that small...you'll never find them in the larger cities.

Apparently in order to get him to surrender a deal was made that the prosectution would not ask for a life sentence and would not label him a dangerous offender (and if he plead guilty)

Peter Whitmore is the most recent example of this. A repeat offender with convictions for assaulting children that date back to 1993, Whitmore was arrested on Wednesday after abducting a 10-year-old boy from Saskatchewan. He has been charged with sexually assaulting the child and a 14-year-old boy from Winnipeg, with whom he had been travelling. Police are also investigating reports that he assaulted a young boy in Topsail, Nfld., a 20-minute car ride from St. John's.  
 
Yesterday, Whitmore's lawyer, Daniel Brodsky, told the Winnipeg Free Press that his client will immediately plead guilty to sexually assaulting the two boys if the Crown doesn't try to have him declared a dangerous offender, a designation that could see him jailed indefinitely. Whitmore had been under a Section 810 order, which had just expired. It's a Criminal Code provision that places conditions on high-risk offenders after they leave jail, allowing police to monitor them and, if they break the rules, arrest them.  
 
 
This is a section from the Toronto Star online in an article about pedophiles, its the only thing I could find about the plea deal..
