CSI is for America. It's an american investigative agency. Here in the Philippines we have NBI, PNP and all that... You can't put up a CSI in the Philippines coz it's their own government thing. Same as you cant put NBI there in the US. The thing is, their agencies are effective. Ours is trash.  
 
P.S. Sorry and no offense if there are Filipino policemen/women here. I just dont admire your actuations. But I salute the few who remain genuine and honest.
